Now if you have this slowness on both battery power & pluged in, then it's likely a seperate issue which would need a seperate fix. This could be because I only have the Nvidia GPU and not both a GPU & an intel controled GPU as well. I will note, upon testing this on my own machine, I did not have the option to change what GPU is used. So I'd confirm what controls your graphics setings outside of the Windows environment & change them there.
This setting may be different for users who only have Intel, or AMD based graphics or CPUs. We switched this to use his Intel intigrated for Binding of Isaac, & Binding of Isaac: Rebirth only. Under "Manage 3D Settings," and on the "Program Settings" tab. In this particular situation, we pulled up the "Nvidia Control Pannel" (Not the Nvidia GeForce Experience). To avoid this, most machines with the Nvidia GPU will have an intergrated graphics card. This in turn causes games to slow down on battery. On most laptops, the GPU can't run on battery at full power cause of voltage issues. My friend runs a ASUS ROG with a Nvidia Graphics card that runs through the Nvidia control pannel. (This is for you users who use a Laptop for your gaming needs.) I didn't see a resolution to this issue in the comments here so I'll post my resolution.
